[Work Safety] Strengthening the Safety Defense Line and Solidifying Safety Responsibilities—The Signing Ceremony for the 2026 Work Safety Responsibility Letter of Xinhui Chemical Was Successfully Held.
To thoroughly implement the state’s laws, regulations, and policies on work safety, further strengthen all employees’ awareness of their work-safety responsibilities, and ensure that the company maintains a continuously stable and positive work-safety situation in 2026, Xinhui Company held a grand signing ceremony for the 2026 Work-Safety Responsibility Agreements for all employees on the afternoon of December 30. Company leaders and heads of various departments attended the ceremony.
At the outset of the ceremony, Ou Wenjun, General Manager of the company, delivered an important speech. He emphasized that safe production is the lifeline of enterprise development—a bottom line and red line that must be firmly upheld. Over the past year, the company’s safety production situation has remained generally stable, a result of the concerted efforts of all employees. However, we must never afford even the slightest relaxation. In 2026, as Xinhui Company faces new development tasks and potential risks and challenges, all employees must clearly recognize the importance, long-term nature, and complexity of safe production work. Promoting and signing the “All-Staff Safety Production Responsibility Letters” is a crucial step in establishing a comprehensive safety production responsibility system that extends horizontally to every department and vertically to every level—this is a vital measure for shifting the focus of safety production responsibility from being borne by “a few individuals” to being shared by all employees. He called upon leaders at all levels to earnestly fulfill their responsibilities as “first persons in charge,” taking safety responsibilities seriously and putting them into concrete action. Every employee must clearly understand their own safety duties and obligations in their respective positions, conscientiously abide by rules and regulations as well as operating procedures, and achieve a fundamental transformation—from “I’m required to be safe” to “I want to be safe, I can be safe, and I will be safe.” Together, let us solidify the safety foundation for the company’s high-quality development.
Subsequently, in a solemn and serious atmosphere, the signing of the responsibility letters officially commenced. The ceremony was carried out in a hierarchical and fully comprehensive manner:
1. The company’s principal person in charge, the person in charge of safety, and the heads of all departments signed the “Responsibility Letter for Safety Production Target Management,” clearly defining the leadership responsibilities for safety production of the person in charge of safety and the heads of each department.
2. The person in charge of safety signed a responsibility letter with the full-time safety administrator.
3. Heads of each department will sign, on a hierarchical basis, job-specific safety responsibility agreements with all work teams and employees within their respective departments, ensuring that safety responsibilities are cascaded down through the organizational structure and effectively implemented for every employee on duty.






Under the joint witness of all attendees, one responsibility document after another was solemnly signed. This is not merely a piece of paper—it is a weighty commitment and sense of responsibility, symbolizing the solemn pledge and unwavering determination of everyone from management to frontline employees to ensure safe production.
Company Registered Safety Engineer Zhang Facheng provided an interpretation of the key contents of the 2026 Annual All-Staff Safety Production Responsibility Letter. He emphasized this year’s safety production goals, assessment indicators, accountability mechanisms, and newly revised safety management requirements. He pointed out that the signing of the Responsibility Letter marks the full launch of this year’s safety production efforts. Moving forward, the company will ensure that all the requirements outlined in the Responsibility Letter are effectively implemented and yield tangible results through regular training, rigorous supervision and inspection, and scientific assessment and reward/punishment measures.
